When should value management be used?

Value management during and post construction

During construction stage

Value engineering can be applied to projects regardless of the procurement strategy, but whatever stage the main or management contractor is engaged it is effective to hold a value engineering workshop to ensure:
  • the main or management contractor fully understands  the client’s design intent;
  • the client fully understands the main contractor’s intent in a design and build arrangement;
  • value improvement harnessing the ideas of the project team perhaps consider gain share; and
  • team building and bonding with the appointed main or management contractor.

Post-construction use stage

The application of value management/value analysis during occupation and maintenance is to:
  • verify that the project objectives have been achieved, design concepts are working in practice and that value has been captured and delivered as planned;
  • learn lessons from the experiences of the project team and client and stakeholders, these lessons can be shared with other teams and future projects; and
  • value analysis of the output, examining functions performed and the resources expended in the operation and maintenance seeking value improvements in the best functional performance at the least cost. This should form a key part of the continuous improvement process.
